At the Create Key step of initial setup, this PR:

adds an "import key" secondary action
on click, pops a modal, allowing user to enter a seed phrase.
makes a POST to /keys/import-master endpoint, supplying phrase
on error, displays an error message.
on success it dismisses the modal and celebrates.
