The IC getrandom backend uses only ic_cdk::api::{instruction_counter,
time}, both still present in ic-cdk 0.20, so no code changes are needed.
This lets downstream canisters on ic-cdk 0.20 avoid pulling a duplicate
ic-cdk 0.19 into the dependency graph.
