This PR updates to FATES-API 45. FATES API 45 introduced changes to how nutrient setting were controlled in the namelist, specifically going from integer switches to string switches, and using more verbose numeric constants while passing switch values from ELM to FATES.

Provisionally [B4B] in FATES, depending on which non-API fates tags are introduced. The content of this PR will not change results.
