@bartgol I don't know if it makes sense to have one of our CI runners actually install ekat to avoid this in the future? |

I thoguht we were installing it...I guess we stopped when we switched to CACTS...we can probably add a manual install step in the workflow. |

PR #439 did not update CMake HEADERS for expressions subdir. This only is an issue in CIME cases where EKAT is being installed.
