Marks docker/compose #13992 and pact-python #1669 as merged upstream, refreshes the star counts of the 10 repos that moved, and adds global npm overrides so postcss, sharp, svgo and fast-uri resolve to patched versions (
npm audit: 0 vulnerabilities).
