TCM resource utilization test

Align TCMResourceTest1 expected values with the current 0x02A message decoder output to resolve test failures.

The previous test expectations assumed big-endian decoding for multi-byte fields and the presence of per-core CPU frequency/utilization signals. This PR updates the test to reflect the current little-endian decoding of multi-byte fields and the absence of per-core CPU signals in the 0x02A message output, allowing the test to pass.

Note

Aligns TCMResourceTest1 with the current 0x02A message decoder to resolve test failures.

• Removes per-core CPU signals (cpu_*_freq/cpu_*_util), retaining only cpu_total_util
• Updates expected values and units for ram_total, ram_used, gpu_freq, disk_total, disk_used, voltage_draw, current_draw, and power_draw to match little-endian decoding and scaling
