This lets us fix an issue where if a previous state exists for a plugin, regardless of whether it's actually enabled, the plugin manager will try to bring it back. We also implement a separate fix for if local plugins are entirely disabled to avoid bringing those plugins back of local plugins are disabled. PiperOrigin-RevId: 904012731
