Update the test terraform images to ones hosted in dedicated e2e test project to fix failing tests.
Old images are based on internal terraform providers and are not allowed to be used from TF CI test projects. New images are using only externally available packages. Appropriate IAM permissions to new blueprints are granted to SAs from all known TF CI testing projects.
