Why

HMG-public now uses the organization-required quality workflow as the sole commit policy. Requiring repository-local commitlint wrappers makes the protected promotion contract depend on redundant files and blocks their removal.

Change

  • stop requiring HMG-public repository-local commitlint workflows
  • retain all target-owned publisher, provenance key, policy script, CODEOWNERS, actionlint, and root commitlint configuration checks

Validation

  • actionlint .github/workflows/reusable-hmg-public-promotion.yml
  • central commitlint tests: 8/8
  • workflow policy tests: 41/41
  • git diff --check
