🌍 Translate committee reports body content for 10 language versions

All 10 non-English, non-Swedish committee report files had translated metadata/intro but English body content — section headings, report titles, "Why It Matters" blocks, link text, Key Takeaways, and What to Watch — was left untranslated.

Changes

• EN/SV count fix: Corrects "ten in total" → "11 in total" (EN line 177) and "tio totalt" → "elva totalt" (SV) to match the actual 11 MJU reports
• NO BCP 47: lang="no" / hreflang="no" → lang="nb" / hreflang="nb" to align with og:locale="nb_NO"
• NO committee name consistency: Normalises all occurrences to Miljø- og jordbrukskomiteen (MJU) and Skattekomiteen (SkU) (was mixing "Energi- og miljøkomiteen" and "Finanskomiteen")
• Full body translation for DA, DE, ES, FR, NL, AR, HE, KO, ZH, NO: Translates all remaining English strings in each file:
  • 4 × h3 section headings
  • 4 × <em> section descriptions
  • 19 × h4 report titles
  • "Why It Matters:" label (20 occurrences per file)
  • 19 × "Why It Matters" content paragraphs
  • "Read the full report:" link prefix (20 occurrences per file)
  • 5 × Key Takeaways list items
  • 4 × What to Watch list items with <strong> labels
