I don't understand this PR. you carefully separate between the two, then mash them together and then you have to figure out what kind of reference it is. That's just weird. Just let the master source url have file: as a prefix |

masterFileas alternate tomasterUrlfor packages module (uses default masterUrl if neither specified; only allow one to be specified).Also fixed error on home page when some services not configured, and error when package crawler has never run.
