We've ran out of CHIs!
In reality, we've ran out of certain CHIs, largely 01/01/80-85.
Reasons aside, there is anew CHI verification method coming through the system that validates against mod11 AND mod10, as opposed to historically just being mod11.
This change updates the existign CHI checkers to support mod10 checkbits
