This registers 2 new packages and three separate versions of NeighborhoodClustering. This reflects a large amount of maintenance on this package. It is now a monorepo with three separate packages. Nearly every aspect of the packages, including API, tests, and documentation, was overhauled.
The 0.x releases are essentially intended to be "1.0-ready" if no additional functionality gets added to the package. To switch to 1.0, the deprecations should be deleted.
