What is the current behavior?

org.apache.commons::commons-lang3 3.17.0 transitively via com.ibm.cloud::sdk-core

What is the new behavior?

org.apache.commons::commons-lang3 3.18.0 directly to get update ahead of com.ibm.cloud::sdk-core 9.24.2 release.

Does this PR introduce a breaking change?

Other information

This change should be reverted after com.ibm.cloud::sdk-core::9.24.2 is available.
