What: Guarantee STFLE facility list alignment during precheck/initialization. Why: Misalignment risks incorrect facility detection and hard-to-debug platform-specific failures. Expected impact: More reliable hardware capability detection and reduced init-time flakiness. Tests: add STFLE alignment regression (tests/testDriver_stfle_alignment_precheck.c).
