Use the floating tower design from @Joao97ribeiro and described here.

Should be merged after #163

Once merged, should consider tagging as v1.1.

Shout out to @dzalkind for conducting additional load studies too. Dan- let me know if you see anything missing from the OpenFAST changes.

Last (top) tower section needs to be modified to match existing height (164.386m) and diameter (6m) for yaw bearing compatibility.
Initial HAWC2 checks look ok.

The revised floating tower model has been checked and verified in HAWC2.

HAWC2 input and result file updates for the revised floating tower have now also been committed to the floating_tower branch.

@fzahle - Are you good with this update? We would likely want to stamp a v1.1.0 release with this change. Happy to discuss live too if the Github comments are inadequate.
