Why
KIOU-Hook is consumed as a git submodule by every IPA-Patch tweak
targeting KIOU. The consumer tweaks (BicSkin, KiouEditor, ...) already
ship under MIT, and the prior "authorized IPA-Patch projects only"
proprietary grant made downstream redistribution ambiguous. Aligning
KIOU-Hook on MIT removes that ambiguity and lets the shared catalog be
carried inside the consumers' release artifacts without a separate
license carve-out.
