Summary
Adding .github/workflows/copilot-setup-steps.yml to configure the workspace for GitHub Copilot Custom Agents.
This provisions a native Java 21 environment and routes the agent to our internal self-hosted runners. This is required to allow the platform team's autonomous agents to help upgrade this repository's Gradle version in the background.
