The ultimate goal is to update the API documentation to include the API endpoints for GDAP, but first, we have to add it to the open API spec.

Introduces the NonLocalHostAzurite environment variable for improved local development and storage emulation handling. Updates the Dockerfile to use PowerShell 7.4, adjusts logic throughout scripts to check for NonLocalHostAzurite, and updates docker-compose.yml and .env.example accordingly. Removes some unused environment variables from docker-compose.yml for clarity.
