chore: sync dev with main
docs: refresh AGENTS.md
Fails any PR into main/dev whose commits carry the work-account identity (author, committer, or Co-authored-by/Signed-off-by trailer). Follows up the 2026-07-30 history rewrite that removed the trailers PRs #76-#85's squashes baked into protected history. Ships the CI gate, an optional local commit-msg hook, and the rewrite recipe in docs/identity-guard.md.
