0209: Mission Control scaffold + latest runs list

Implements initial /mission-control page scaffold with a Latest Runs table (global across teams, last 24h) and adds a nav link from Home.

Follow-ups:

• token usage extraction + rollups
• cost estimate + provider pricing lookup/fallback table
• caching/pagination

Superseding this PR per updated product direction from RJ.

The old scope around "latest runs in place of logs" created ambiguity and pulled the work toward the wrong surface. We are replacing this with a new clean ticket/build target:

• Dev ticket: fix: persist real approval binding ids in workflows #234 — create a dashboard that matches the provided folder mock/image

This PR should no longer be treated as the active implementation path.
