docs(spec): add QV, CI/CD infra specs and sync GitHub issues

Summary

• Add missing spec/ artifacts referenced by open GitHub issues (PRD: MVP Phase 2 — Quantitative Value, Cloud, Backtest, Sell-Watch #85–Lake root URI: configuration and S3 lake I/O #112): ADR-0003 (Terraform), terraform PRD, feature specs 013-quantitative-value and 014-cicd-infrastructure
• Update spec/README.md and spec/constitution/roadmap.md (feature registry + QV-first phase 2 order)
• GitHub issues PRD: MVP Phase 2 — Quantitative Value, Cloud, Backtest, Sell-Watch #85–Lake root URI: configuration and S3 lake I/O #112 were already updated on the tracker (paths docs/mvp/ → spec/, ## Spec sections, epic checklists, ci-cd label) — not part of this commit

Test plan

• spec/README.md lists features 013–014 and ADR-0003
• spec/constitution/roadmap.md feature registry includes 013 and 014
• Open issues PRD: MVP Phase 2 — Quantitative Value, Cloud, Backtest, Sell-Watch #85, Phase 2: Quantitative Value feature spec and glossary #86, PRD: Terraform AWS Infrastructure (M2) #105, Terraform bootstrap: remote state bucket and DynamoDB lock #106 link to new spec paths (spot-check on GitHub)
• gh issue list --state open shows zero bodies referencing docs/mvp/ or docs/adr/
