style(skills): fix prettier formatting left red on main by #8156

• docs(skills): require full-scope completeness bar in gardening-generated issues #8156 merged before its own prettier-fix follow-up commit landed (the PR auto-merged as soon as the security/trust checks passed, not waiting on the test/lint-and-format job — that job went on to fail after merge). Main's format:check has been red since.
• This applies the exact fix: asterisk emphasis markers -> underscore, matching prettier's preference. No content change.
