Follow-up to #50: the same purged framing leaked into the keywords list. Swap the cost-tiered keyword for local-llm and fold it into the existing CHANGELOG entry.

Follow-up to #50. The same purged "cost-tiered" framing leaked into the
keywordslist, not justthe
description. PR #50 auto-merged on CI before this could be folded in, so it's a smallfollow-up. This is the last instance of the old framing in the package metadata.
