What

Swap the cost-tiered entry in pyproject.toml keywords for local-llm.

Why

Follow-up to #50. The same purged "cost-tiered" framing leaked into the keywords list, not just
the description. PR #50 auto-merged on CI before this could be folded in, so it's a small
follow-up. This is the last instance of the old framing in the package metadata.

Fixes #42.

Test plan

Metadata only — no code change. CI (make test on 3.10/3.11/3.12) must stay green.

Follow-up to #50: the same purged framing leaked into the keywords list.
Swap the cost-tiered keyword for local-llm and fold it into the existing
CHANGELOG entry.
