Added new callback that will be called if error is thrown by SQL Database

Thank for the sqlclient . Its been very useful in my project requirement. I need the ability to pass the appname in the connection string and with the 1.14 build, I am unable to do that, so I would I like to build the project with another method which can take the dbcommand that is passed instead of using the base command's connection string.
