Update the context-ref in publish.yml to the latest cluster public context digest (64d00fe0). This aligns with the pending context-refresh PR #38 in homelab-deploy, which updates .context-pins.yaml to this same digest. This ensures the next agents-ui publish produces an artifact that passes the R1-1 compose gate check.
