v0.2.0 release preparation

Changes

  • makes the corrected Western ruleset western-tropical-placidus@0.2.0 the default;
  • retires explicit @0.1.0 requests with a structured migration error instead of silently producing known-incorrect Koch results;
  • updates the engine and host candidate metadata to 0.2.0;
  • adds migration guidance and ruleset-version coverage;
  • rebuilds the bundled engine.

Release boundary

This PR prepares source and unpublished host candidates only. It does not create a tag, GitHub Release, published asset, or manifest promotion.

Validation reported locally

  • pnpm run test — 685 tests / 34 files
  • pnpm run typecheck
  • pnpm run verify:all
  • pnpm run build twice, with no generated drift
  • host and installation verification

Before publishing, the three desktop host candidates and the Codex installation path still require genuine host-side installation/upgrade validation.

- ENGINE_VERSION 0.1.1 -> 0.2.0 (Koch trisection corrected)
- western-tropical-placidus default 0.1.0 -> 0.2.0; 0.1.0 retired with
  stable RULESET_UNSUPPORTED error + migration guidance
- CANDIDATE_RELEASE_VERSION/ENGINE_VERSION -> 0.2.0 in host-config
- New test file: western-ruleset-version.test.ts (5 tests: default/explicit/
  retired-rejection/error-shape/retired-list)
- INSTALL.md: v0.1.x -> v0.2.0 migration section
- Doc counts synced: 685 tests / 34 files
- Candidate packages built: releases/v0.2.0/ (4 hosts, published:false)
- verify:all exit 0, build x2 zero-drift
