Preserve releases absent from canonical bump history
At this reviewed commit, the reachable canonical bump commits end at 1.1.19, while the committed changelog contains 1.1.20 through 1.1.22 from promotion commits. Because any nonempty history is treated as authoritative here, the always-run changelog pre-commit hook regenerates the entire file only through 1.1.19 on the next commit and removes those three releases instead of consulting the fallback data. Reconcile promotion commits/current versions with the history before replacing the changelog.

Avoid staging unrelated tracked changes during amend retries
When the first amend is aborted by a modifying hook, git add -u stages every tracked modification in the worktree, not just files changed by that hook. A developer who invokes this pre-push hook with unrelated unstaged edits will therefore have those edits silently folded into the amended version-bump commit on the retry; stage only the known hook outputs or preserve and restore the preexisting index/worktree state.

Keep split run-block lines inside the YAML scalar
When a top-level run: | block contains a line longer than 120 characters, writing new_lines now activates the splitter, whose continuation is indented with only two spaces even when the original command uses four. The continuation consequently leaves the block scalar and produces invalid YAML; even with corrected indentation, splitting a shell command without a shell continuation can change its behavior. Preserve the scalar indentation and command semantics rather than emitting the current split output.

Resolve default key names against the selected certificate directory
When callers provide --cert-location but omit --key-pair-name, this default still scans <cwd>/certs rather than the supplied directory. An active range-based key pair in the custom vault is therefore ignored, and operations use a newly generated name (or a name selected from a different vault), causing verification to fail or new keys to be created unnecessarily. Derive the default after parsing args.cert_location.
