Someone in the spigot forums wanted a change to be implemented in this plugin where both items in an anvil are checked if they are locked, this is the post:

I don't know if you are still maintaining this and I guess the person is not interested anymore anyway but yeah... I thought it could be nice to implement this since this is already open source and everything. Whatever.
