Suppress the run-log error banner whenever a step already failed: the failing step's own Error section shows the message, so the run-level banner duplicated it (and for user-config errors that the classifier defaults to system, showed a misleading Internal error code over a clear step error). The banner now renders only for stepless failures (phantom / no steps / infra), and uses the destructive red variant with white text.
