- Add tools/governance-report.js: single-pass report covering file length, secrets, behavioral tests, source integrity, and runtime hook status
- Three output modes: default (writes .code-warden-report.json), --format=json, --format=md
- Exit 0 on pass, exit 1 on failure — CI-gatable
- Update templates/ci/github-actions.yml with step summary and artifact upload
- Add npm scripts: report, report:json, report:md
- New positioning: verifiable governance, not just rules
- Bump version to 3.2.0
