Adds a scheduled/manual Android Kotlin workflow that builds the Java binding jar, builds a minimal Android Kotlin app against it, and runs instrumented tests on an Android emulator.\n\nNotes:\n- Runs only via workflow_dispatch and weekly cron, not on every PR.\n- The emulator test currently exercises Android/Kotlin integration without opening a Ladybug database, since Android native artifacts are not part of this repo's normal Java build yet.
