Adjusts one bullet in the prejudge judge prompt: the third "NO" criterion is changed from a statement about CONFIG-protected features not being enabled to one about the vulnerable code having been significantly refactored/rewritten or fixed differently, making the patch irrelevant.
Changes:
- Replace the third "NO" condition in the backporting judge prompt to focus on refactor/rewrite/alternate fix instead of CONFIG enablement.
