hook 非対応環境でサブエージェントが Issue_Flow（ラベル定義、PR body フォーマット、 ブランチリンクルール等）を参照できるよう、Li+github.md をサブエージェントへの 伝達リストに追加した。4ファイル（Li+github.md, Li+agent.md, docs/2.-Task.md, docs/4.-Adapter.md）の Subagent Delegation セクションを一括更新。 Refs #897
