feat(workflows): add actionlint and PR annotations

Description

This PR adds actionlint which will run shellcheck against run sections in the workflows. Additionally, problem matchers have been added for the linters.

The yamllint action has been replaced with installed yamllint from pypi.

For the future:

• extract bash, cmd, powershell, javascript, python, etc. from github workflows ... need to determine how to handle template syntax, e.g. ${{ }}
