fix(ffmpeg): remove upstreamed vulkan encode patches

Description

Remove both vulkan encode patches since the FFmpeg submodule now points to fb216b5 on release/8.1, which includes the feedback flags fix via cherry-pick from upstream (d01d18ad71).

• 02-fix-encode-feedback-flags-check-order.patch — included directly in the submodule
• 01-fix-encode-init-error-code.patch — the capabilities query now returns ENOTSUP before encoding is attempted, covering this path
