Added devcontainer configuration file for easy use in code spaces
Changed version to 8.0.412 in global. json so dotnet build can be executed correctly.
If either the Debug or Release job fails, it will not abort the other one.
Cleanup of the file and added retention days to 1 week
Aligned .net version with test_dotnet.yml
