Remove Babel Related Features (#1123)

Vite 8+ can handle React Refresh Transform by Oxc and doesn't need Babel for it. With that, there are no transform applied that requires Babel. To reduce the installation size of this plugin, babel is no longer a dependency of this plugin and the related features are removed.

If you are using Babel, you can use @rolldown/plugin-babel together with this plugin:

⚠️ This is a major bump (5.x → 6.x) with breaking changes:

• @vitejs/plugin-react@6 requires Vite 8+ (per the release notes), but the root package.json currently pins vite@^7.3.1. Installing this PR as-is will produce a peer-dep mismatch and the build will likely break.
• v6 also removes built-in Babel support. We don't appear to use a custom babel option (only react() is invoked in vite.config.ts), so that part should be fine — but only after Vite is upgraded.

Recommended action: hold this PR until we bump vite to ^8.0.0 in the root (the site/ workspace is already on vite@^8, so it's a known-good target). Either:

1. Combine with a vite@8 bump in a single PR, or
2. Close this and let Dependabot re-open once Vite 8 lands on main.
