Overview
Cuts monorepo release 1040.0.0 by publishing @metamask/assets-controllers at 109.1.0 (changelog moves the existing 109.1.0 notes out of Unreleased) and aligning dependents on ^109.1.0.

assets-controller, bridge-controller, and transaction-pay-controller update their dependency ranges and changelogs; root package.json and yarn.lock reflect the new versions. No implementation changes appear in this diff—only release metadata and dependency wiring for the minor assets-controllers release (notably optional includeMarketData on fetchTokenContractExchangeRates in that package version).
