💡 What: Refactored the proposals voters add and remove endpoint scripts to avoid using Array.prototype.includes() inside Array.prototype.filter(). Converted the reference array to a Set for constant time $O(1)$ lookups instead.

🎯 Why: Using .includes() (which is $O(M)$) inside a .filter() loop (which is $O(N)$) results in an $O(N \cdot M)$ time complexity. With a potentially large number of domain owners or voters, this iteration creates unnecessary overhead on the server thread. Using a Set brings the complexity down to a much more efficient $O(N + M)$!

📊 Impact: Faster filtering execution time as data sets grow, reducing CPU usage during lookup iterations in the add and remove voters API.

🔬 Measurement: Verified using pnpm test:unit --run. The codebase remains clean, readable, and properly formatted without regressions.
