Advertise support for the `GTK_FRAME_EXTENTS` property via `NET_SUPPORTED`. The property, however, is ignored if set, but just advertising support enables full GTK client-side decoration, i.e. rounded corners and drop shadows. Additional bits and pieces might be landed in a follow-up commit.

I can only support this. @danakj, @Mikachu, we are all very grateful for the fantastic work you've done in writing and maintaining openbox, which I've been running since I started using Linux in 2012. It is totally understandable that more than 20 years later you may have more important things to do, than reviewing and merging pull requests for this project. I do not know, who else has write access to this repository but I also feel that you should look for a new maintainer. This is still the official repository that all distributions will pull from, so I think it is the cleanest way, to keep it, rather than creating a new upstream fork.
