Adds
COMPLIANCE.mdas the durable, public record of the spec-compliance audit wave that #44 has been tracking: the verification method (red→green contracts quoting spec clauses; weaver registry audits for semconv), a status matrix per spec area, and known gaps/posture.The matrix links every piece of the wave: shipped work (#38, the beta.8/beta.9 lifecycle fixes), the open fix PRs (#36, #37, #39, #54 for #40, #55 for #42, #52 for #50/#51), the parked multi-tenant surface (#48) with its upstream proposal (#53 for #49), and the next audit targets (Metrics/Logs clauses).
Merging this closes the tracking issue; the matrix carries the live status from here (statuses are marked "PR open" vs "Shipped" as of writing — flip them as the wave merges, or I can keep it updated).
