Codex CLI deprecated the codex_hooks feature flag in favor of the
standard hooks key. Update enableCodexHooksFeature() and
disableCodexHooksFeatureIfManaged() to write "hooks = true" and
gracefully migrate existing "codex_hooks = true" entries."
