Ships the third role-capability conformance axis (skill_routing), peer to tool_calls and write_scope: re-derives from a bound observed-skills.txt whether any observed skill matches a declared forbidden_skills entry, emitting ERR_ROLE_CAPABILITY_SKILL_ROUTING_VIOLATION.
