Automated monthly refresh of the embedded IEEE OUI registry (
internal/discovery/resolve/oui.txt, ~39666 assignments) from https://standards-oui.ieee.org/oui/oui.txt. Validated: builds + resolve lookup tests pass. Merge to ship the updated MAC→vendor baseline in the next build.
