Explicitly require newer ovos-utils so patching of old installations isn't broken

ovos-utilsshould pin anovos-utilsversion that includes those methods; since this requiresovos-utilsversions that deprecated those methods, it should not break anything requiring an olderovos-utilsthat needs patching
