Added Telert to the Development Environment Tools section under a new sub-heading "Developer Productivity Utilities".
Telert is an open-source tool that sends alerts when terminal commands complete, via Telegram, Slack, Teams, or desktop notifications. It helps improve developer productivity by reducing the need to manually monitor long-running commands.
