Backporting from
16.0(https://github.com/OCA/purchase-workflow/tree/44665d705873e8d80c924fc99002869554d2bc47/purchase_stock_cost_update).The main difference in
14.0is that setting a different cost in the vendor bill does not adjust the valuation layers, so I had to edit quite a few tests that were checking such Odoo behavior.
