fix(e2e) : restore Cypress setup and add smoke test

This PR restores and standardizes the Cypress end-to-end testing setup for the frontend and adds a basic smoke test to ensure the test infrastructure is working correctly.
Changes included
Re-enabled Cypress configuration and support files
Added Cypress E2E test structure under application/frontend/src/test/cypress
Included example Cypress tests for reference and future extension
Added a simple smoke test (e2e-smoke.cy.ts) to verify Cypress runs successfully

please remove the example cypress tests, they don't make any sense in this context as they are for another application and the docs can be referenced normally

I 've removed the example Cypress tests and kept only the relevant smoke test .. Please let me know if anything else needs adjustments.
