Force dark mode and switch the app background to the Figma "Proposals" dark palette (#0b0c10). Retune the dark CSS variables, glass colors, and scrollbar styling to match, and add the brand/accent/error/surface tokens to the Tailwind config. Align the vote, quorum, and governor badge colors to the new palette, and drop the footer mode toggle now that the theme is fixed to dark. Replace the glass card header with a transparent, blur-backed bar. Swap the logo mark for the Arbitrum Foundation wordmark, add a dedicated search button, and move the primary links into a viewport-centered pill nav with a matching bordered mobile menu trigger. Wrap the proposals page in a new ProposalsView that adds a segmented "Proposals / My Drafts" switcher and hosts the "New Proposal" action. The Drafts tab surfaces the locally autosaved proposal draft as a resume card (or an empty state) via MyDraftsList. Add the Figma decorative starfield and illustration behind the page header. Add a dedicated Quorum column that resolves each proposal's requirement lazily: executed proposals render a full bar with no network call, while other rows fetch quorum(snapshotBlock) from the governor via RPC only once the row scrolls into view, cached per session by TanStack Query. This adds fetchProposalQuorum, a QuorumCell, and a useInView hook. Restyle the rest of the table to match the design: numbered pagination with ellipses and a rows-per-page select, a slimmer search-only toolbar, always-visible For/Against/Abstain percentages, status dots in place of lifecycle icons, and a matching loading skeleton.
